  <abstract>Correspondence, memoranda, speeches, writings, reports, notes, family papers, printed matter, and other papers pertaining to Cohen's career in public service and as a private counselor.  Documents his work for the U.S. Shipping Board during World War I, his participation in postwar Zionism and subsequent interest in Israel and Jewish groups, and his role in New Deal legislation, coalition diplomacy during World War II, creation of the United Nations, and post-World War II foreign policy.  Also documents Cohen's years as an advisor to public officials and private individuals on such subjects as civil liberties, human rights, international relations, and natural resources.  Other subjects include the destroyers for bases agreement with Great Britain, Potsdam Conference, the U.S. Public Utility Holding Company Act of 1935, U.S. Civil Rights Act of 1957, presidential authority to use the armed forces in the absence of a declaration of war, U.S. Senate's cloture rule, tax reform, Taiwan, and Vietnam.
