  <abstract>Correspondence, telegrams, dispatches, reports, military records, pamphlets, and other papers relating chiefly to Parker's service as an army officer and attaché during World War I and later as a member of special missions in Latin America, especially in the Tacna-Arica dispute between Chile and Peru in 1926 and in the Nicaraguan elections of 1928.  Documents his World War I duties with the Romanian army (Romania Armata) and Russian army (Russia Armii͡a) and includes Parker's estimates concerning Russia's political future.  Also includes material pertaining to American assistance to Puerto Rico during a hurricane in 1929 and files concerning the Philippines from his service as chief of the U.S. Bureau of Insular Affairs.</abstract>
